Karel Doing & Greg POPE met in the London Filmmakers Coop in 1994. They worked together on several projects, including performances and films. Maas Observation was shot by Greg POPE during his winter '96 stay in Rotterdam. Karel DOING proposed to re-use the material to make a single screen film, after they had been using the footage for a collaborative performance.
